What still works while pending
The trader can still log in, read the help center, and manage existing seats while verification is pending. The lock only applies to new paid actions.
What the portal should show
The billing and review surfaces should expose the exact verification state so a blocked purchase feels like a visible rule instead of a broken checkout flow.
